The framework is essentially a select list of waste management suppliers, all with a proven and successful track record of providing waste and recycling services, from whom customers may set up supply arrangements quickly and simply.
Lot 1 General Waste (Collection and Disposal) Services
All general waste collected shall be disposed of in strict compliance with the terms and requirements of the Controlled Waste Regulations (2012) and all other legislation relating to the collection, transportation (where applicable) and disposal/treatment of waste valid from the commencement of the Framework, and as may be amended or revised during any individual Contract term. The Service Provider shall only use licensed waste treatment and/or disposal operators to treat and/or dispose of the general waste collected. The Service Provider shall liaise with the Customer and provide all reasonable advice to permit the Customer to comply with the Environmental Protection Act (1990).
Lot 2A Source Separated Recycling (Collection and Disposal) Services – Paper
This service offers Customers the option to segregate their recyclable materials into individual receptacles. Lot 2A is for Source Separated Recycling (Collection and Disposal) Services – Paper. In addition to the waste streams identified is Lots 2A, 2B and 2C, some service providers are able to offer additional source separated recyclable materials: Plastic; Aluminium/Steel Cans; and Waxed Cardboard (Tetra Pak). In addition to the waste streams identified is Lots 2A, 2B and 2C, some service providers are able to offer additional source separated recyclable materials: Plastic; Aluminium/Steel Cans; and Waxed Cardboard (Tetra Pak). Lot 3 Mixed Recycling (Collection and Disposal) Services
Mixed recycling is a popular service as it allows customers to collate certain recyclable materials together in a single receptacle therefore reducing the number of receptacles required on site. Mixed recyclable materials are likely to include a combination of the below materials, but will exclude those materials that would knowingly cause contamination, such as wood. Mixed recyclable materials include: Paper; Cardboard; Glass; Plastic; Aluminium/Steel Cans; and Waxed Cardboard (Tetra Pak). Mixed recyclable materials must be sorted and processed via a suitably approved and legislatively compliant Material Recycling Facility (or MRF). The segregation capabilities of each facility determine which materials each service provider can collect on a comingled basis. It is always recommended however that you speak to your service provider for specific guidance or further explanation on approved materials to mix.
Lot 4 Food Waste Recycling (Collection and Disposal) Services
This Service offers Customers the option to segregate their food waste from general waste, prior to it being collected. The Service Provider will offer Customers a range of compostable liners (such as starch or anaerobic sacks) to be used in conjunction with the receptacles, should this be a requirement of the Service Provider. Should the Service Provider not require Customers to place a liner inside the receptacle, then liners do not need to be supplied. Food waste will be recycled by the Service Provider in the most commercially viable way, whether this is by composting, rendering, anaerobic digestion, incineration, or any other environmentally friendly method. However, where food waste is recycled, it will be carried out in strict accordance with any and all regulations and legislation surrounding the chosen method of recycling.
The specific details of a customer’s collection requirements (or collection schedule), such as service, receptacle size, quantity, collection frequency, collection points, site rules, restrictions, hazards, etc, should be discussed and agreed between the customer and service provider prior to contract commencement. To ensure the customers’ collection requirements are met as efficiently as possible, the service provider may be requested (at a convenient time) to visit the customer’s site prior to services commencing to confirm the customers requirement, agree designated locations for receptacles, etc. The service provider will not charge customers for conducting a preliminary site visit. Customers should also confirm any non-collection requirements in advance for example site closures on bank holidays, summer holidays, etc. This is important to avoid being charged for scheduled collections that are not necessary/cannot be made. Whilst it is envisaged that the services provided will follow an agreed collection schedule, there may also be a requirement to provide ad-hoc or emergency collection services to cope with unexpected volumes of waste or simply for those customers who do not require a scheduled arrangement. Service providers will therefore endeavour to meet all reasonable requests by customers in terms of ad-hoc/emergency collections. The service provider will supply the customer with the necessary waste receptacle(s) (on a loan basis) to meet their particular service requirements. This is obviously limited to the types (and capacity) of receptacles that are listed in this guide as only they have been approved by ESPO. All service providers can also offer a black sack collection service although there can be inherent ‘pest’ problems in collating waste in loose sacks that are not contained. All receptacles supplied will be suitable for the services they are designated to be used for, be kept clean and tidy, hygienic, reduce the possibility of pest infestation and smell, and be in full working order.
