This ESPO framework provides access to a range of security and surveillance solutions including public and private space CCTV, access control, intruder detection, independent security consultancy, ANPR cameras and body worn video cameras. The framework can be utilised via a direct call-off with your preferred supplier based on the terms published within this user guide, or via a further competition exercise amongst all suppliers that are capable of meeting your requirement. There are eight Lots within the framework.
Lot 1 Public Space Surveillance Systems
This lot allows customers to access the design, consultancy, supply and installation, servicing and maintenance of Public Space CCTV and Surveillance Systems. For the purpose of this framework, “Public Space Surveillance” is defined as monitoring of the pavements and roads that individuals (public) are free to walk along, such as the roads and pavements with the shops on.
Lot 2 Private Space Surveillance Systems
This lot allows customers to access the design, consultancy, supply and installation, servicing and maintenance of Private Space CCTV and Surveillance Systems. For the purpose of this framework, “Private Space Surveillance” is defined as monitoring of the places where individuals (public) could be seen as "trespassing". For example, this would apply to areas inside the gates of schools, inside the fences and gates of a factory, inside of offices, on a business park etc.
Lot 3 Access Control Systems
This lot allows customers to access the design, consultancy, supply and installation, servicing and maintenance of Access Control Systems to enable the movement of people within complex, challenging and secure environments (including swift exit in the event of emergencies). Customer requirements may extensively range from a single-site independent access control system to a large enterprise access control system spread across multiple sites and managed remotely or via the cloud. Each Access Control system typically includes items such as door controllers, readers, electric locks, press to release buttons, power supply units, fobs / cards, card printing facilities and centralised software.
Lot 4 Intruder Detection Systems
This lot allows customers to access the design, consultancy, supply and installation, servicing and maintenance of a wide range of Intruder Detection Systems to accommodate different customers’ needs, size and operational requirements. Each system typically includes items such as keypads, control panels, expander units, power supply units, detectors, door contacts, external bells, panic buttons, monitoring units and applications to review the status.
Lot 5 Integrated Security Systems - Not Awarded
Lot 6 Independent Security Consultancy Services
This lot allows customers to access the Independent Consultancy Services. Consultancy may include the identification of options with recommendations, or assistance with the delivery of the implementation of solutions. This could include the undertaking of a compliant procurement process on behalf of the customer.
Lot 7 Body Worn Video (BWV) Cameras
This lot allows customers to access the supply of Body Worn Video Cameras. The equipment usually consists of a body worn device which captures live video and audio information, which can be used in a real time or retrospective situation. The information is either stored onto the device (for future retrieval) or is transmitted live to a remote monitoring facility for immediate attention and action.
Lot 8 Automatic Number Plate Recognition (ANPR) Cameras
This lot allows customers to access suppliers who can supply, install, upgrade and maintain ANPR systems (cameras, transmission equipment and back-office systems), from simple car park entry / exit reading systems to, for example, full Local Authority Enforcement Cameras with DVLA lookup tables and issuing of fines.
