The framework provides a simple, flexible and EU compliant solution for the rental of a comprehensive range of generic vehicles on a short to medium term basis (from as little as a day to a few months) to include associated services that may be required.

The framework is intended to meet the diverse requirements of local authorities and other organisations operating a wide variety of vehicles, including cars, minibuses, light commercial vehicles and heavy specialist vehicles (such refuse collection vehicles, sweepers, tippers, loaders and winter maintenance vehicles). It is also intended to offer the opportunity (via further competitions) for bespoke solutions and improved rates to be provided for individual customers to meet their specific vehicle requirements, operating needs and priorities. The framework also allows for the possibility for single-supplier managed services (Master Vendor or Vehicle Club) solutions to be created if this is the preferred option.

The framework is essentially a select list of suppliers, all with a proven and successful track record of delivering vehicle rental services, from whom customers may set up supply arrangements quickly and simply. This framework offers the hire of a comprehensive choice of self-drive vehicles. Should you require vehicles fitted with any particular items of specific equipment, please contact our suppliers who will endeavour to cater for your individual requirements.

Lot A Rental of Cars

This Lot covers the rental of self-drive Cars.

Lot B Rental of Minibuses

Lot C Rental of Light Commercial Vehicles (LCV’s)

This Lot covers the rental of self-drive Light Commercial Vehicles.

Lot D Rental of Refuse Collection Vehicles (RCV’s)

Lot E Rental of Sweepers and Gully Emptiers

This Lot covers the rental of self-drive Winter Maintenance Vehicles.

Lot W Master Vendor Vehicle Rental Schemes

This is for Customers who wish to appoint a single Service Provider that will be contractually responsible for supplying the Customer’s range of vehicle rental needs, either from the Service Provider’s own fleet or via a third party if necessary. The Master Vendor (Service Provider) appointed will be responsible for managing its relationship with third party suppliers (if necessary) and ensuring compliance with the requirements of the Framework Agreement.

Lot X Flexi Vehicle Rental Schemes

This is for Customers who wish to rent vehicles for a minimum of 1 month and on a monthly basis thereafter. Owing to the Customer’s longer term commitment, Service Providers may be willing to offer improved rates or entertain Customer requests in terms of vehicle specification above and beyond the generic specifications set within the Framework.

Benefits

Direct award call-off option - the framework is enabled so as to allow for direct award or further competition. A direct award would produce time and cost savings by not utilising a further competition process.
Quick and easy to use - this framework is compliant with UK procurement legislation - we’ve done the hard work, so there’s no need to run a full procurement process.
Suppliers - those listed on the framework were assessed during the procurement process for their financial stability, track record, experience and technical and professional ability.
Further competitions - customers can access the framework by further competitions - ESPO can provide a free template to facilitate this or assist if required.
Full range of supplier models - inclusive of alternatively fuelled vehicles.
Options available to include insurance cover if required.
Competitive rates agreed for hire periods of 1 to 180 days.
Social value benefits can be obtained.
