This multi-supplier framework agreement covers the supply and delivery of various grades and types of bulk salt for highway de-icing purposes, bagged salt and other de-icing products on a national basis.

Lot listing

The framework is essentially a select list of suppliers, all with a proven and successful track record of delivering de-icing salt & associated products/services, from whom customers may set up supply arrangements quickly and simply. The framework is divided into the following lots:

Lot 1 Supply & delivery of bulk 6mm & 10mm brown salt

This lot is for customers who require brown rock salt in bulk to specification BS3247:2011 (or latest version). It is used by local authorities across the UK and by other eligible “public bodies”, as defined in the Local Authorities (Goods and Services) Act 1970. Each customer accessing this lot is allocated a sole supplier to supply salt for an agreed period. Having been allocated a sole supplier, customers can then place orders with that supplier as and when necessary throughout the framework period. Existing customers can access the agreement by completing the online Customer Access Agreement - a price schedule will already have been provided – orders can then be placed with the allocated supplier as and when required. New customers can access this lot via a further competition, so as to establish an allocated supplier (see Section 5 of this User Guide). All UK salt mines are covered, as awarded on this lot are Compass Minerals UK Ltd, ICL UK Sales Ltd and Irish Salt Mining & Exploration Co. Ltd t/a Salt Sales Co’. Prices are split into summer and winter rates with salt being made available in 6mm & 10mm and (if required) pre-treated with an ABP (agricultural by-product) additive. It is recommended to primarily access the framework during May to September to enable the securing of salt deliveries pre-Winter, thus taking advantage of the lower summer pricing.

Lot 2 Supply & delivery of bulk 6mm white marine salt

This lot is for customers who require white salt in bulk to specification BS3247:2011 (or latest version). As per lot 1, it is used by local authorities across the UK and by other eligible “public bodies”, as defined in the Local Authorities (Goods and Services) Act 1970. Each customer accessing this lot is allocated a sole supplier to supply salt for an agreed period. Having been allocated a sole supplier, customers can then place orders with that supplier as and when necessary throughout the framework period. Generally, this lot is used as a back-up if/when issues with supply of product via lot 1 occur. Customers may also have other requirements such as white salt for brine in pre-wet gritting vehicles. Existing customers can access the agreement by completing the online Customer Access Agreement - a price schedule will already have been provided – orders can then be placed with the allocated supplier as and when required. New customers can access this lot via a further competition, so as to establish an allocated supplier (see Section 5 of this User Guide).

Lot 3 Supply & delivery of pure dried vacuum (PDV) salt

This lot is for customers who require pure dried vacuum (PDV) salt. Customers using pre-wet gritting systems may opt to take PDV salt for brine purposes and this type of salt is available in this lot.

Lot 4A Supply & delivery of brown & white bagged salt (various sizes) – National Direct Supply

This lot is for customers who require bagged salt. The lot covers the supply of brown and white bagged salt for direct delivery to customers in various sizes - 25kg bags, 15kg bags and 1 tonne bags – all of which are intended for use by customers looking to treat smaller spaces such as parts of footpaths, car parks, playgrounds and the like.

Lot 5 Other de-icing products

This lot is for customers who require other de-icing products. The lot covers the supply of de-icing products not captured in the lots above, including both bulk and bagged items. Potassium formate, potassium acetate, sodium formate, magnesium chloride, calcium chloride and brine (amongst various other products), are all available via this lot.

Against lots 1-3, customers can access the framework by either making direct call offs (ordering) with their allocated supplier(s) whilst new customers would conduct quick, simple, further competitions. Against lots 4 and 5 customers can access the framework by either making direct call offs (ordering) or via quick, simple, further competitions. Customers are offered a ‘one stop shop’ solution whereby all highway de-icing product needs are met by suppliers awarded on multiple lots across the framework.
Customers can feel safe in the knowledge that they are using one of the largest established frameworks in the UK for de-icing salt and associated products, accessed by many customers successfully over the years. Over 1.5 million tonnes of bulk salt have been supplied via the framework in the last 20 years.
