This framework offers both care and health commissioners easy access to an extensive catalogue of telecare and telehealth equipment and options for procuring a managed service.

Telecare is support and assistance provided at a distance using information and communication technology.  It is the continuous, automatic and remote monitoring of service users by means of sensors to enable them to continue living independently in their own home or in community accommodation.  Sensors can detect falls, movement, chair and bed occupancy, gas leaks and floods, door (and doorbell) activation, and a host of other events; the sensors can trigger alerts at a remote location (typically a specialist monitoring centre) to indicate that the service user may require assistance.

Telehealth is the remote exchange of data between a patient at home and their clinician, to assist in diagnosis and monitoring.  It is typically used to support patients with long term conditions, and may comprise of fixed or mobile home units to measure and monitor temperature, blood pressure and other vital sign parameters for clinical review at a remote location using phone lines or wireless technology.

Telehealth and telecare support the creation of care pathways that are focussed on the individual, and may encompass a range of needs and long term conditions.  Solutions increasingly reflect the integration of health and social care, with greater focus on service transformation and redesign.  Eligible framework customers include both local authorities and health services, which makes this framework a flexible vehicle for compliantly procuring both separate and joint services.

This framework comprises the following lots:

•          Lot 1 – Supply of telecare and telehealth products and services (catalogue) includes relevant software applications and devices
•          Lot 2 – Provision of telecare and telehealth services.  This lot will mainly address the provision of a managed services (including complete service outsourcing).

  • Schools & Academies
  • Central Government Departments & their agencies

What are the benefits of using this framework?

  • There will be no need for customers to undertake lengthy and costly EU-compliant procurement processes; all these necessary formalities will have been carried out by ESPO when the framework was set up, which means that customers may simply approach the nominated framework suppliers, without the need to advertise the requirement or to pre-qualify suppliers.
  • New products and services can be added to framework electronic catalogue range at any time, subject to approval by ESPO.
  • To assist customers running further competitions, core specifications and template documentation will be freely available from ESPO for customers to use if they so wish.
