Specialist Vehicles

Framework 215
Status: Active

This multi-supplier framework agreement covers the outright purchase, supply and delivery of various specialist vehicles on a national basis.

This framework includes refuse collection vehicles, sweeper vehicles (road and precinct/compact), winter maintenance vehicles (gritters), gully emptiers, customised vehicles (e.g. mobile libraries), minibuses, buses and coaches, chassis’, tippers, hot boxes, hook loaders, skip loaders and fire & rescue vehicles.  All suppliers added to the framework have been done so following a robust and compliant tendering process enabling the inclusion of suppliers both willing and able to provide customers with the aforementioned vehicle types.

The framework is intended to meet the diverse requirements of local authorities and all other eligible organisations that require the use of such vehicles. The call-off options of either direct award or further competition are available.

(Please note that this framework is not intended to include the hire/leasing of vehicles, which is covered by frameworks 218 and 271).

The framework is available for use nationally by any public sector body in the UK including, but not limited to…

  • Local Authority Councils
  • Educational Establishments (including Academies)
  • Central Government Departments and Agencies and Local Government Departments and Agencies
  • Police, Fire & Rescue and Coastguard Emergency Services
  • NHS & HSC Bodies including Ambulance Services
  • Registered Charities
  • Registered Social Landlords
  • The Corporate Office of the House of Lords, The Corporate Officer of the House of Commons
  • Any Public Body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament

What are the benefits of using this framework?

  • Direct award call-off option. The framework is enabled so as to allow for direct award or further competition.  A direct award would produce time and cost savings by not utilising a further competition process.
  • Quick and easy to use. This framework is compliant with UK/EU procurement legislation - we’ve done the work, so there’s no need for you to run a full EU procurement process.
  • Suppliers.  Those listed on the framework were assessed during the procurement process for their financial stability, track record, experience and technical and professional ability.
  • What you see is what you pay. There are no additional charges.
  • Pre-agreed terms & conditions. No need to worry about what terms and conditions to use as they’ve been pre-agreed under the framework and will underpin all orders.
  • Further competitions. Customers can access the framework by further competitions - ESPO can provide a free template to facilitate this or assist if required.
