The framework agreement has been established by the Eastern Shires Purchasing Organisation (ESPO) and provides a simple, flexible and EU compliant solution for the self-drive hire of a comprehensive range of vehicles on a short to medium term basis, to include associated services that may be required. The framework is intended to meet the diverse requirements of local authorities and other organisations operating a wide variety of vehicles, including cars, LCVs, LGVs, passenger transport vehicles and specialist vehicles (such refuse collection vehicles and sweepers). It is also intended to offer the opportunity (via further competitions) for bespoke solutions and improved rates to be provided for individual customers to meet their specific vehicle requirements, operating needs and priorities. The framework also allows for the possibility for single-supplier managed services (Master Vendor or Car Club) solutions to be created if this is the preferred option.
Lot A Rental of Cars
This Lot covers the hire of self-drive Cars.
Lot B Rental of Minibuses
This Lot covers the hire of self-drive Minibuses.
Lot C Rental of Light Commercial Vehicles
This Lot covers the hire of self-drive Light Commercial Vehicles.
Lot D Rental of Refuse Collection Vehicles
This Lot covers the hire of self-drive Refuse Collection Vehicles.
Lot E Rental of Sweepers and Gully Emptiers
This Lot covers the hire of self-drive Sweepers and Gully Emptiers.
Lot F Rental of HGV Tippers
This Lot covers the hire of self-drive HGV Tippers.
Lot G Rental of HGV Loaders
This Lot covers the hire of self-drive HGV Loaders.
Lot H Rental of HGV Winter Maintenance Vehicles
This Lot covers the hire of self-drive HGV Winter Maintenance Vehicles.
Lot W Master vendor vehicle rental
This is for Customers who wish to appoint a single Service Provider that will be contractually responsible for supplying the Customer’s range of vehicle rental needs, either from the Service Provider’s own fleet or via a third party if necessary. The Master Vendor (Service Provider) appointed will be responsible for managing its relationship with third party suppliers (if necessary) and ensuring compliance with the requirements of the Framework Agreement.
Lot X Flexi vehicle rental schemes
This is for Customers who wish to rent vehicles for a minimum of 1 month and on a monthly basis thereafter. Owing to the Customer’s longer term commitment, Service Providers may be willing to offer improved rates or entertain Customer requests in terms of vehicle specification above and beyond the generic specifications set within the Framework.
Lot Y Vehicle club rental schemes – business to business
This is for Customers who wish to appoint a single Service Provider to provide rental of a pool vehicle fleet, with inclusion where requested of additional services from the Service Provider such as vehicle cleaning, maintenance and assistance with the allocation of vehicles to drivers. The vehicles will be used by Customer employees, undertaking business duties on its behalf.
Lot Z Vehicle club rental schemes – business to business + public usage to the extent required by the contracting authority
This is as per Lot Y but is where the Customer has a desire to offer the use of the vehicles to persons other than its employees and for purposes other than business usage.
