This framework, let under the Procurement Act 2023, gives UK schools, colleges, education establishments, and other public authorities, access to temporary, fixed-term, and permanent teachers, education support staff and non-teaching staff.
GCA procured this agreement in partnership with three other Public Sector Buying Organisations, ESPO, YPO and NEPO. The partners will support framework users
in exactly the same manner as GCA do.
From September 2026, single and multi-academy trusts (MATS) must procure supply staff through this framework agreement. The mandate is published in the 2026 Academy Trusts Handbook. It aims to provide better value for trusts.

Use our agency selection tool to hire temporary, fixed term, and permanent workers directly from a recruitment agency.
Lot 2 Managed Service
Appoint a managed service provider (including Master and Neutral Vendor models) who will provide all of your staffing needs. The recruitment business will use their supply chain of other agencies to support meeting your staffing needs where needed.
