This framework covers the bulk supply and delivery of various types of salt for highway de-icing, including 10mm & 6mm grades of BS3247 salt (premixed with agricultural by-product if required), PDV salt and 'white' salt to two specifications.

Framework Accordion Title

This multi-supplier framework agreement covers the supply and delivery of various grades and types of bulk salt for highway de-icing purposes, bagged salt and other de-icing products on a national basis. The requirement is divided into lots by product type as follows:

Lot 1 Supply and delivery of bulk 6mm & 10mm brown salt

This lot of the framework is for customers who require BS3247:2011 (or latest version) brown rock salt in bulk. It is used by many local authorities across the UK and by Highways England. Each customer accessing this lot will be awarded a sole primary supplier to supply salt for an agreed period. Once a customer has been awarded a sole supplier, they can simply place orders with that supplier as and when needed throughout the year. Existing customers can access the agreement simply by completing the Customer Access Agreement (Appendix 1) and returning it to ESPO - a price schedule will be sent to them (if not done already) and orders can be placed with their supplier as and when required. New customers access the agreement via further competition (see Section 5 of this User Guide). All of the main UK salt mines are awarded on this lot which included Compass Minerals UK Ltd, ICL UK Sales Ltd, and Salt Sales Co. (Sales Division of Irish Salt Mining & Exploration Co.Ltd). Prices are split into summer and winter rates with salt being made available in 6mm & 10mm pre-treated with an ABP (agricultural by-product) additive if required. We recommend accessing this framework early in the year to enable a supplier to be secured in time for deliveries to be made in the summer, taking advantage of the lower summer pricing.

Lot 2 Supply and delivery of bulk 6mm white salt

This lot of the framework allows customers to award a secondary supplier to supply imported white salt to BS3247:2011 (or latest version), providing a backup in case of a severe winter where the Lot 1 supplier is unable to supply. Customers may also have requirements for some quantities of white salt for brine in pre-wet gritting etc and this can be purchased from this lot. Existing customers can access the agreement simply by completing the Customer Access Agreement (Appendix 1) and returning it to ESPO - a price schedule will be sent to them (if not done already) and orders can be placed with their supplier as and when required. New customers access the agreement via further competition (see Section 5 of this User Guide).

Lot 3 Supply and delivery of Pure Dried Vacuum (PDV) salt

Some customers using pre-wet gritting systems may opt to take PDV salt for brine purposes and this type of salt is available in this lot.

Lot 4A Supply and delivery of 6mm brown and white bagged salt (25kg bags)

Lot 4A covers the supply of brown and white bagged salt for direct delivery to customers. The 25kg bags are intended to be used by customers looking to treat small spaces such as parts of footpaths, car parks, playgrounds and the like.

Lot 4B Supply and delivery of 6mm brown and white bagged salt (1 tonne bags)

Lot 4B covers the supply of brown and white salt for direct delivery to customers in 1 tonne bags. This is for customers with slightly larger requirements than Lot 4A, where a 1 tonne bag of salt is delivered to the required location.

Lot 5 Other De-Icing Products

Lot 5 covers the supply of de-icing products not captured in the lots above, including both bulk and bagged items. As an example, potassium formate, potassium acetate, sodium formate, magnesium chloride, saturators and snowplough blades are all available on this lot.
