Oxfordshire County Council successfully increase number of workplace cyclists with framework 319

The requirement

Oxfordshire County Council is a local government organisation which provides a huge range of services to its residents.


Working within local government has never been more varied and challenging. Ensuring employees have a positive work environment where they can flourish, develop and deliver high quality services is central to everything Oxfordshire County Council does.


Cyclescheme – a supplier on ESPO’s 319 framework – was commissioned by Oxfordshire County Council to support three key objectives:

  • Enable employees to undertake active travel
  • Support employee mental health and wellbeing
  • Assist the organisation in becoming carbon neutral by 2030

 

The solution 

Cyclescheme delivered a reliable and easy-to-use platform for Oxfordshire County Council employees to obtain a new bike for work.

  • Unlimited value scheme – employees can get the exact bike and/or cycle accessories they need to cycle to work.
  • Ongoing enrolment – employees can opt into their Cyclescheme benefit at any time.
  • Over 2,000 shopping options – online, in-store, via click and collect or brand direct.
  • Free marketing campaigns and resources – a calendar of promotional resources available throughout the year to engage employees with their scheme.
  • Secure and dedicated portal – for both employee and admin to manage their requests.
  • Fuss-free ownership – handled by Cyclescheme in full compliance with the Financial Conduct Authority.
  • Dispatched agreed – employees receive their certificate instantly upon approval.

The results

Cyclescheme successfully increased the number of workplace cyclists within Oxfordshire County Council from 2019 to 2020.

  • 27% increase in the number of employees opting into their Cyclescheme benefit
  • Average scheme value increased from £699 to £1,073
  • Increased support for the local economy as 6 of the top 10 stores used by employees were independent bike stores within Oxford
  • Average Employer National Insurance Contribution saving increased
