What's New?

Thank you for your interest in the Consultancy Services (664_25) framework.

The current iteration of the framework, 664_21, has performed extremely well, therefore 664_25 will use the existing framework as a basis whilst allowing for any enhancements to be incorporated, which are highlighted below.


Lotting Structure

For the new framework, to continue to provide customers with flexibility in terms of their requirements, we have endeavoured to keep the framework’s Lots as open and general as possible. We have taken the opportunity to review and refresh the Lots and areas of consultancy covered under each Lot and/or Sub-Lot, that reflects the feedback we have received and changes within the marketplace. These are as follows:

  • Lot 1 has been split into 3 separate Sub-Lots:
  • Lot 1a - Business Services
  • Lot 1b - Procurement and Contract Management Services (NEW, formerly 2e – Procurement)
  • Lot 1c - Education Services (NEW)
  • Lot 4 has been reduced from three Sub-Lots to two as follows:
  • Lot 4a has been renamed as Lot 4a – Health
  • Lot 4b – Social Care (Adults and Children’s)
  • Lot 6 has been renamed as IT and Digital
  • Lot 7 has been renamed as Lot 7 - Sport, Leisure, Culture and Tourism
  • Lot 9a has been renamed as Lot 9a - Research and Engagement
  • Lot 10 has been renamed as Lot 10 - Strategic Programmes and Projects

The Requirement (Including Specification)

For ease of reference, we have created a separate document entitled Appendix B – Framework Specification.

New Requirements have been added relating to Framework Management for ESPO.


Insurances

  • Cyber Insurance - It is no longer a mandatory requirement that Tenderers hold Cyber Insurance to pass the ‘Insurances’ section of the Selection Criteria.
  • Liabilities and Professional Indemnity - Within the Customer Call-Off Terms, there are set baselines for Liabilities and Professional Indemnity. As part of their further competition, Customers will be able to review these baselines and increase where appropriate, in line with contract value and risk. Customers will make this position clear within their further competition documentation.

Non-Price

Non-Price will be assessed by reference to four method statements prepared by the Tenderer. Each method statement question has its own individual scoring scale, which can be found in the Tender Submission document.

For each method statement question, there are three distinct points to the question which must be addressed by Tenderers, and which will be assessed by evaluators and scores allocated. Each bullet point is worth a score of 1 mark. Therefore, your response must adequately answer all elements of each point to achieve full marks.


Pricing

Lots 1-9

In addition to the standard table for submission of Daily Rates, within Appendix C – Pricing Schedule, for each Lot and/or Sub-Lot there are two additional tables that Tenderers should complete with details of:

  • The Tenderer's hourly rate and minimum assignment time against each and every category of Consultant listed within the pricing schedule. 
  • Additional areas of Consultancy that Tenderers are able to provide. In Appendix C Table 3, Tenderers can indicate, by placing a tick against each area of consultancy listed within the table, the areas of consultancy they can provide.

This information will not be evaluated but will be made available to Customers, in order to allow them to consider making a direct award for the supply of Consultancy Services, in line with the Calling-Off without competition process described in section 1 (Introduction).

Lot 10

Lot 10 will be accessed by further competition in line with the process described in section 1, Introduction of the Invitation to Tender. It is at this further competition stage when the specific requirement is set out that Price will be fully explored by Customers.

  • Therefore, for 664_25, Price for Lot 10 will be assessed by reference to two Price questions that Tenderers will be required to submit responses to. Each Price question has its own individual scoring scale, which can be found in the Tender Submission document. 
  • For each Price question, there are two distinct points to the question which must be addressed by Tenderers, and which will be assessed by evaluators and scores allocated. Each bullet point is worth a score of 1 mark. Therefore, your responses must adequately answer all elements of each point to achieve full marks.

Operation of the Framework

Education Lot

Consultancy Services (664_25) is aimed primarily at the corporate market, but it is also our intention to create a version of the framework aimed at the Education market, namely: Schools, Multi-Academy Trusts, Colleges, Universities and Adult Learning. 

Whilst Education customers are at liberty to access the main framework, the Education version will offer a simpler and streamlined route to market for their educational needs.
