Aneurin Bevan University Health Board utilise Lot 1 of our Consultancy Services framework (664)

The requirement

Aneurin Bevan University Health Board (ABUHB) commissioned Peopletoo via the 664 framework to work with their Organisational Development Team to co-produce a programme to develop a change in culture across the organisation. ABUHB is a highly-regarded, high performing and innovative health organisation and they recognised that working on a change of culture, would support them in retaining these attributes whilst moving to a new model of delivery.

The Health Board are implementing more modern, effective and efficient ways of working to improve patient care, supporting delivery of a more sustainable operating model. This required identifying and "unlocking" old cultural habits that may have suited the old model but would not have been helpful to new practices and structures, and reinforcing, applying and adopting new ways of working and relating, between teams, departments and with partner organisations.

Critical in the approach was to build-up internal capacity and capability within ABUHB, with Peopletoo taking more of a 'critical friend/expert advisor' role over time. This skill transfer and 'phased support' enabled the ABUHB team to continue to deliver the programme autonomously once Peopletoo resources withdrew.

The Solution

This Organisational Development programme was commissioned through the ESPO 664-17 Consultancy Services framework, via lot 1 Business Services.

The framework provided a quick, cost effective and OJEU compliant procurement route, providing ABUHB with a list of proven suppliers.

Peopletoo’s approach to delivering this requirement included:
 
  • Skills/traits profiling, with individuals and the team as a whole, to build understanding of the OD team dynamics, their strengths, weaknesses, blind spots and opportunities for making more than the sum of their parts. We co-developed an action plan with them to address and/or capitalise on this team learning and give them a new way forward.
  • Clarifying the organisational future vision and facilitating an Envisioning session with the Executive Team and Board to develop a strong narrative and Change Ambition to inform and inspire staff and partners.
  • Risk and Change Management Assessment.
  • Robust governance structure to support the Culture Change programme, joining it up with the wider Change Programme, making sure that a programme of reporting was put in place in line with existing timetables and structures, so that it both fed into and informed other parts of the Change Programme.
  • Co-designing and facilitating events with the Senior Leaders group - 80 individuals from across the organisation- to get them fully informed, on-board and taking direct ownership of the change needed.
  • Development of a suite of 'Managing through Change' on-line training materials to support and upskill managers so they were able to lead change and understand what was needed of them.
  • Robust Performance Dashboard developed so the impact of cultural change could be measured and monitored to inform further actions.

The Results

Peopletoo's involvement across this large Welsh Health Board has therefore been highly influential in helping the organisation, including the top team, to win "hearts and minds", changing the way people think and get buy-in from the senior leaders network, working co-productively with the Organisational Development Team to ensure sustainability and ongoing capability.

Peopletoo’s work was critical in:
 
  • Providing the Organisational Development team with the skills, confidence, detailed plan, new tools and tangible products to deliver the Culture Change Programme themselves on an ongoing basis.
  • Supporting cultural change, which was essential in embedding the new ways of working required to deliver a new sustainable operating model for the Health Board, both now and in the future.
  • Delivering new organisation-wide culture change, with behaviours that would enable the Health Board to realise its vision for a new service delivery model to improve patient care, by bringing it closer to home.
  • Supporting the Executive Team and Board to develop a clear vision for change that could be communicated across and beyond the organisation so that everyone involved understood the goal and expectations.
