London Borough of Barnet reduces learning delivery costs by using ESPO’s Managed Training Service framework (383)

The requirement

The London Borough of Barnet recognised an opportunity to improve the way learning and development could be procured and supplied. A move to a managed training supplier enabled a single point of contact for all learning that facilitated significant savings in both the direct costs of outsourced learning and the costs associated with sourcing and administering the learning.

Learning and development was being provided by a large number of individual external suppliers all of whom needed managing and monitoring to ensure both high quality and cost effective training to council employees and partner organisations. In addition there was not a tool for capturing, in a single place, appropriate management information related to the learning. It was also identified that a simple course booking system would simplify the administration of learning.

The solution

London Borough of Barnet decided to use the ESPO Framework 383 for the provision of a Managed Training Service. Available to the entire public sector the service provides local authorities with a quick, simple, compliant and cost effective route to purchasing training without further tendering. The framework provides a complete service in relation to all your training requirements including the sourcing and negotiation with suppliers, course scheduling, delivery, monitoring, administration, evaluation and reporting.

The service incorporates a secure web-based learning portal where learners, their managers or learning leads can quickly search, identify and book on to a range of public and organisational specific courses or request a specific event. The portal also tracks learner activity and produces all the necessary management information.

The results

Using the Managed Training Service has resulted in a vast reduction in the number of suppliers the organisation has to deal with and  hence savings in the resources needed to organise training.

Significantly the direct costs for learning delivery have reduced by 16% and it is envisaged they will reduce further.
