This ESPO framework offers customers a quick, simple and competitive route to procuring a managed service for recruiting temporary staff.

This ESPO framework offers customers a quick, simple and competitive route to procuring a managed service provider to look after recruitment of interim staff.

All of the suppliers on this framework have been selected for their ability to provide customers with a comprehensive range of services that combine quality and value.

This type of service provision is where one managed service provider takes responsibility for delivering services on behalf of the customer, as an alternative to the customer managing a framework of individual agencies. managed services can often involve the managed service provider operating a tier(ed) structure of agencies to deliver the services, dependent on the service model provided.

The lots are as follows:

  • Lot 1 – Neutral vendor (supply chain management) - the MSP manages a supply chain of agencies
  • Lot 2 – Master vendor (supply chain management) - the MSP generates a resource pool of staff
  • Lot 3 – Supply chain optimisation (hybrid) – customers can define a sourcing strategy using a combination of models depending on their resourcing objectives
Lots 1 and 2 may be used as a transactional service model only, or with additional strategic services.

The framework is available for use nationally by any public sector organisations in the UK including, but not limited to…

  • Local authority establishments such as town/city or county councils
  • Central government departments and their agencies
  • police and emergency services
  • Health sector including National Health Service (NHS) and HSC bodies
  • Registered charities
  • Schools and academies
  • Registered social landlords

What are the benefits of using this framework?

  • Harness the opportunity to aggregate spends and procurement know-how to gain better value for money and improve cashable savings for the public sector.
    • Currently 113 public sector organisations are using this contract generating a collective saving to date of £19.9 million. 
  • Minimise duplication of effort and time taken within the tendering process (for both customers and suppliers).
  • Build strategic relationships with suppliers to gain better value for money, to take out cost, improve performance and align them with the organisational priorities.
  • Show that the suppliers listed on the framework were assessed during the procurement process for their financial stability, track record, experience, technical & professional ability, before being awarded a place on the framework.
