ESPO has worked in partnership with YPO and NEPO to create an insurance solution that will address the challenges faced by the public sector when it comes to procuring insurance cover. Following intense market research and engagement the insurance solution structure has been split into two separate contractual arrangements;

1. Insurance Brokerage and Associated Service Framework Agreement;
The insurance brokerage and associated service framework allows for direct comparison of each insurance broker and enables customers to appoint one insurance broker as the customer representative on matters relating to insurance.

2. Insurance Placement Dynamic Purchasing System (DPS)
The DPS provides access to pre-qualified insurance providers offering provision of all classes of insurance.
This arrangement keeps the choice of an insurance broker and an insurer separate so you can drive real value from both processes.

The main types of insurance catered for include liability, property & construction, motor insurance and specialist insurances, as well as growing areas of risk such as cyber risk and suretyship.

The framework and DPS will be available for use nationally by any public sector body in the UK including, but not limited to…

  • Local Authority Establishments
  • Schools & Academies
  • Police & Emergency Services
  • NHS & HSC Bodies
  • Central Government Departments & their agencies
  • Registered Charities

What are the benefits of using this framework?

  • This solution has been developed following significant engagement with the supply markets and customers to ensure it enables customers to receive the best possible value for their insurance requirements.
  • The DPS will enable new and niche insurers access to the public sector market at any point during the DPS’s lifetime.
  • This framework and DPS are compliant with UK/EU procurement legislation - we’ve done the work, so there’s no need for you to run a full EU procurement process/es.
  • Suppliers listed on both the framework and DPS were assessed during the procurement process for their financial stability, track record, experience and technical & professional ability.
  • What you see is what you pay – there are no additional charges.
  • Pre-agreed terms & conditions to underpin all contracts so no need to worry.
