This framework is designed primarily for use by Local Authority or School Library Services with a requirement for the supply of ‘shelf ready’ library stock serviced to individual specifications, by suppliers who offer additional facilities such as EDI integration and stock selection.
This framework offers the supply of adult and children’s library stock, including fiction, non-fiction, curriculum material, CDs and DVDs, and foreign language materials.
Flexibility within the framework allows customers to set up whatever stock selection and supply arrangements they require, supported by comprehensive bibliographic and reader development services. All suppliers offer stock ‘servicing’ and can support RFID.
Framework 376E (Books and Related Materials) is likely to be more suitable for single educational establishments, or for customers with a requirement for e-books and audiobooks. Please contact ESPO if you are unsure which framework is best suited to your needs.

Please note - following news that Bertram Trading Limited entered administration on 19 June 2020, the supplier has been suspended from the framework with immediate effect, pending further information.   Please contact ESPO for further advice.


ESPO’s framework agreement offers a simple and effective way to establish supply arrangements for serviced library stock. The framework is available for use by all public and not-for-profit organisations in the UK, including local authorities, library trusts, universities and community organisations.

What are the benefits of using this framework?

  • EU and UK compliance: This framework is already compliant with the relevant EU and UK procurement regulations. ESPO has already done the procurement work, so there’s no need to run a full EU tender.
  • Choice of suppliers: The framework includes all the main UK suppliers of library materials, who have all been assessed for their suitability, their experience and their ability to offer all the relevant specialist support.
  • It’s free! You will not be charged for using this framework.
  • Flexibility: The framework and allows you to set up whatever stock selection and supply arrangements you require, supported if you wish by comprehensive bibliographic and reader development services. All suppliers offer stock ‘servicing’ and can support RFID.
  • Pre-agreed conditions: No need to worry about what terms and conditions to use – they’ve all been pre-agreed under the framework, providing safeguards to underpin all orders placed.
  • Professional procurement support: ESPO is always on hand to offer help should you require it. Whilst the aim of the framework is to simplify the process by covering all procedural compliance matters on your behalf, it is recognised that sometimes specific guidance, advice or assistance may be required; this is always freely available from ESPO.
