This framework offers customers a quick, simple and compliant route to purchasing Pay & Display Solutions, Pay on Foot Solutions and Parking Management Information Systems.

This framework offers customers a quick, simple and compliant route to purchasing Pay & Display Solutions, Pay on Foot Solutions and Parking Management Information Systems. 

The scope of the framework covers:

  • Lot 1: PAY & DISPLAY SOLUTIONS - covering the supply, installation and maintenance of Pay & Display ticket machines and associated services.
  • Lot 2: PAY ON FOOT SOLUTIONS – covering the supply, installation and maintenance of Pay on Foot products and services. These include entry/exit lanes, barriers, pay stations, and control centres. Emerging technologies such as ANPR are also available for purchase. Please note customers are advised to conduct a further competition for new bespoke requirements. Pricing for ad-hoc requirements is available upon contacting ESPO.
  • Lot 3: CIVIL ENFORCEMENT SYSTEMS – covering software solutions and associated services and hardware to assist Local Authorities manage their enforcement under the Traffic Management Act 2004 (TMA) and other similar legislation.

The framework is available for use by the majority of public sector bodies throughout all administrative regions of the UK including, but not limited to

  • Local Authorities
  • NHS Bodies
  • Educational Establishments including Universities
  • Police & Emergency Services
  • Central Government Departments & their agencies
  • Registered Charities

What are the benefits of using this framework?

  • Suppliers included in the framework have been ‘pre-qualified’ as to their general suitability; this means that in buying from them, Customers may be assured that they possess sound policies in regards to health and safety, sustainability, are financially secure, and have demonstrated a solid track record of supply to the sector, and an understanding of its needs
  • There is no need for Customers to undertake lengthy and costly EU-compliant procurement processes; all these necessary formalities will have been carried out by ESPO when the framework was set up, which means that customers may simply approach the nominated framework Suppliers, without the need to advertise the requirement or to pre-qualify Suppliers
  • Customers can choose to either conduct a further competition between the framework suppliers or to ‘call-off’
  • By establishing relationships with Suppliers, the framework may promote opportunities for beneficial collaborative working – joint procurement – between customers, with potential economies of scale and operational efficiencies
